Alan Suchinsky of Defense Trade Controls returned my phone call this
morning. I had called him because I had heard my letter was awaiting
his signature. Suchinsky claims that the reason the request has taken
so long is that there were two separate revisions by the policy makers
after it had been written. He promised me that I'd have my ruling this
week...
No need to put this on the ftp server unless you think it's important,
since this isn't really a development yet (not the first time they've
said "I'll have an answer this week"...)
