This letter is a follow-up to our recent telephone discussion regarding Commerce License Application Z074814 and the intent to deny letter issued by your office with respect to the application. A copy of the letter is enclosed for your easy reference.
On behalf of the applicant, Mr. Philip R. Karn, Jr., I request that you issue a denial of the application forthwith.
In this connection, we have had discussions with Anthony J. Coppolino, the trial attorney for the Department of Justice in Philip R. Karn, Jr. v. U.S. Department of State, Civ. A. No. 95-1812 (LFO), a matter which is related to the application. Mr. Coppolino has advised us that the Government will not require additional administrative action with respect to this application prior to our filing an amended complaint in U.S. District Court in Washington later this month. Accordingly, it appears that an immediate denial of the application by your office is in order.
